Purpose: These policies have been developed to enable all departments of the City of Avery to operate
within a uniform set of personnel policies and procedures. This manual shall serve as each employee’s
primary instrument of guidance concerning any and all personnel policies and procedural questions.
Any exceptions to this manual must be approved in writing by the mayor and city council.
